About the Program
Pasco County supports commercial property owners by funding the cost of Phase I and II Reports through the Brownfields Redevelopment Grant Program. These reports are essential for commercial property transactions, and make owners eligible for EPA cleanup grants and Florida state tax credits.
The EPA has awarded Pasco County $500,000 to launch its brownfields redevelopment and cleanup efforts. A Brownfield is an abandoned and/or vacant site with actual or perceived contamination from prior use, such as previously being the site for a gas station, a former dry-cleaning shop, or an open dump site, and more. Vacant lots, blighted, or semi-blighted properties are also included in the description.
The funding focuses on revitalizing key areas such as the Lacoochee area and surrounding northeastern Pasco County, and the U.S. Highway 19 Corridor, which runs north/south of the County’s Gulf of Mexico shoreline. Grand funds, however, can be used for ALL areas in Pasco County.

The Brownfields Redevelopment Grant Program offers:
FREE environmental site assessments
- Phase I ESA (Initial Due Diligence Report)
- Phase II ESA (Soil, Groundwater Testing Report)
Cleanup Planning and Help Attaining Cleanup Grants
- Surveys
- Develop Site/Reuse Cleanup Plans supporting property sales or redevelopment
Opportunities for Additional Grants, including Revolving Loan Fund Grants
Tax Credits from State of Florida
